Oh dear, this is one of those pieces that drive me up the wall. Is it milkglass? or is it vitreous porcelain which looks like milk glass? May be it could be identified first, which would then confirm which it is :x-fingers:
She reminds me of the figurines you would find in the centre of a flower bowl. She's made in a mould but I can't see any mould lines and the piece is hollow with just a narrow base rim. It reminds me of one of those DIY rubber moulds. The surface is shiny and in places pitted (can be seen on pic) and with the odd tiny round hole and it feels cold to the touch. My feeling is that its not glass. There's a thin strip of what looks like unglazed clay stuck to the rim underneath which shouldn't be there.
My OH reckons its the kind of thing one might have won at a fairground. The quality leaves a lot to be desired.
Does she strike a chord with anyone? Do porcelain bowls have flower holders and figurines just like glass ones? Or is she just a stand alone ornament and not a very good one at that?

She looks to be slip moulded to me, maybe in a rubber mould, that would perhaps explain the tiny bubbles and the rim. The spurious clay would come from the kiln floor or the bits of clay to stop her sitcking to the floor during firing

Have you posted something like this on the GMB? I remember seeing something like that on there.

That was a pink 1977 Silver Jubilee pen holder which was said not to be glass. Can't remember offhand without looking on the GMB, what it was more likely to be.

Got my wires crossed there TC. Hadn't seen the new posting on the GMB and thought you were referring to my posting about my pink pen holder.
Will post an image of my figurine on the GMB for interest/comparison. It too has black pitted specks.
