Title: Dresden/Meissen Snowball vase?

I have seen similar identified as Dresden or Meissen. Often described as snowball or Schneeballen in German. Damaged on the flowers and leaves. It has three numbers impressed on the base, hard to make out.

What a curious vase, TC. It's very ornate isn't it?
