Okay, pop quiz. When did Austria become a country in its down right. That might help date this piece. Or not  ;)

I'm thinking, based on the pictures that:
a) It dates from 1891 - 1917
b) Probably 1913 (based on the 13 impressed into the bottom) and
c) it was purchased from the shop in Vienna as it says "Imperial Vienna".
