I thought this was Cmielow originally, but the mark is wrong, and the finish a bit too shiny.
Anyone got any ideas please?

And only twweee ... about 4 ins tall I guess (without getting him out of the cupboard and measuring him).

It certainly has the Cmielow look but the backstamp isn't right. Vintage Cmielow has a 'C' in a triangle and the colour is green. Post 1994 and the reopening of the SWIT factory the mark is a red diamond (these are the ones you see hundreds of on ebay). So I think you are onto something with Poland. I can't find much more and what I don't know is more than I do!
What isn't going to help is the fact that Cmielow and Wawel (and possibly other factories?) seem to have shared moulds for figurines. Copyright had less importance in communist countries - meeting quotas for export/hard currency demands would have been a higher concern.
Searching the 'pottery marks' websites may point to something for your 'B' in a circle mark. I have found German pottery mark sites invaluable as Poland was occupied by Germany in WW2.
Even though I can't help with attribution, I hope this is of some use.

no photo of the base but I think this is the same model form?
