Title: Can anyone ID this cast iron gadget please

Main body approx.6.5" long-made of cast iron but cannot see any manufacturers marks other than a possible small circle of dots which could be just part of the casting.

There is a sliding steel point which could be used to open a tin/? but haven't had the courage to try it. :-\

Any ideas please. :x-fingers:
