Title: Can anyone help ID this floral hand painted tea cup?

Hi anyone recognize this beautiful hand painted tea cup? Has a very pretty finish in the inside, which is a shame that it is hidden away. Hand painted, I had a huntch it was coalport? I can't find the anything from the number on base in red. It is quite see through porcelain when you shine a light inside.
