Title: It`s for sharpening knife`s

I picked this up thinking it was a knife but it`s a knife sharpener . It has no hall marks just (Rd 47065) on the side of the pommel . I`m not sure if it is ivory or bone .On the steel is the name CAVENDISH .It`s length is 385mm.
