could the first word say Bowen?
Yes ,it could.
The first letter has a lump of glaze over it but Breaking News. The marks above the lettering depict a leaf and a bird on a perch, possibly swift,or house martin, that sort of wing and tail shape when perched . Stoke Potteries come to mind for some reason?

The first word is definitely Shorter, so your initial guess is the right one.
